Did the UK Leak Its Own Sensitive Intel to Undermine Snowden?

A story released by the UK Independent reports that the British government has a Middle East Internet Surveillance Base that essentially taps underwater fiber-optic cables. This is spying on other countries — reading emails, intercepting phone calls, etc. — but not outside of the norm of international espionage. This isn't a story about whistleblowing, but despite not revealing the location of this surveillance base, it does harm the UK's national security. Snowden immediately got blamed for the leak, but he quickly released a statement through The Guardian that denies Snowden has ever leaked any information to the Independent.

So does this mean that the UK government leaked this information themselves — in order to undermine Snowden and blame him for national security threats?
