Virginia Sen. Phillip P. Puckett will announce his resignation today, effective immediately, paving the way to appoint his daughter to a judgeship and Puckett to the job of deputy director of the state tobacco commission, and more importantly, for the GOP to gain control of the state senate — shutting down any progress made in health care expansion. Is it outright bribery? Probably.
